APAD lifts threat of suspension as Maxim completes compliance requirements

KUALA LUMPUR – After stern enforcement action taken by the Land Public Transport Agency (APAD) earlier this year, e-hailing operator Maxim Malaysia has finally secured full regulatory approval to continue operating legally nationwide.

In May, APAD ordered Maxim to cease operations after finding that the company, along with InDrive, had failed to fulfil mandatory E-Hailing Vehicle Permit (EVP) requirements.

However, the government held back from enforcing an immediate shutdown due to concerns over the impact on drivers and passengers. Following an appeal, the Transport Ministry allowed both operators to continue functioning under a three-month probationary period beginning July 25 .

Maxim was placed under strict audits, inspections and compliance checks throughout the period. Maxim Malaysia director Mohd Hazwan Musley confirmed that the company had received APAD’s final approval letter, officially closing the compliance process.

“The past three months have not been easy for us. We faced several complex challenges. However, I am pleased to share that Maxim has now received full approval from APAD to operate legally in Malaysia,” he told reporters at a press conference at Ideas Kuala Lumpur today.

“This achievement reflects the hard work and commitment of our team.” Hazwan said the grace period was used to strengthen driver verification processes and ensure all regulatory requirements were met.

He further added that the confirmation from APAD marks a significant step for the platform’s operations across Malaysia and reaffirmed the company’s commitment to supporting drivers and serving communities, including those in smaller towns.

Maxim Malaysia representative Mushfique Ahmed Chowdury, who presented the company’s compliance progress, explained that discussions with APAD were ongoing until the end of October. He also addressed the timing of the approval letter.

“Our grace period ended on October 30. During that time, we completed all requirements while awaiting APAD’s approval. The delay occurred partly because both APAD and our team were involved in processing BUDI subsidy data for the Finance Ministry,” he said.

Mushfiq added that Maxim will continue engaging with the authorities to ensure full and consistent compliance moving forward. – December 4, 2025
