PM Anwar launches Madani initiatives to boost welfare and insurance coverage

The Sahabat Penggerak Madani programme and People’s Welfare Insurance Scheme (SIKR) 3.0 aim to empower communities and provide vital coverage for the poor

KUALA LUMPUR – Prime Minister Datuk Seri Anwar Ibrahim today unveiled two key initiatives aimed at bolstering the nation’s social safety net: the Sahabat Penggerak Madani programme and the People’s Welfare Insurance Scheme (SIKR) 3.0.

The initiatives form part of the government’s ongoing efforts to strengthen social protections and empower communities, particularly at the grassroots level, Bernama reported.

The launch took place as part of the Rancakkan Madani Bersama Malaysiaku Programme, coinciding with the National Convention on Public Service Reform 2025, which ran from Friday to today.

Both initiatives reflect the government’s commitment to enhancing the well-being of the people, grounded in Madani values and an inclusive social protection framework.

The event was attended by Deputy Prime Ministers Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof, along with Cabinet Ministers, senior civil servants, and department heads, including Communications Minister Datuk Fahmi Fadzil, Minister in the Prime Minister’s Department (Religious Affairs) Datuk Dr Mohd Na’im Mokhtar, Health Minister Datuk Seri Dr Dzulkefly Ahmad, and Finance Minister II Datuk Seri Amir Hamzah Azizan. Also present were Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Director-General of Public Service Tan Sri Wan Ahmad Dahlan Abdul Aziz.

The launch marked the culmination of the Rancakkan Madani programme, which included a variety of events such as interactive exhibitions, sharing sessions, and a forum focused on reforming public delivery systems.

The Sahabat Penggerak Madani programme trains individuals through the Malaysian Academy of Nationhood (AKM) to become agents of awareness on nationhood, leadership, and government policies, enabling them to disseminate crucial information at the grassroots level.

Meanwhile, the People’s Welfare Insurance Scheme (SIKR) 3.0 is an initiative by the Madani Government designed to provide insurance coverage for the poor and hardcore poor, identified through the eKasih system.

Following the launch, Anwar interacted with visitors and participants in the exhibition area during a walkabout session before departing the venue.

The Rancakkan Madani programme is a continuation of the government’s tradition of direct annual engagement with the public, including the One-Year Programme with the Madani Government and the Two-Year Programme.

The National Convention on Public Service Reform 2025, held concurrently, brought together policy experts, civil servants, and industry leaders to discuss future reforms.

Organised by the Prime Minister’s Office through the Performance Acceleration Coordination Unit (PACU), the event exceeded expectations, attracting 304,107 visitors over its two-day duration, surpassing the target of 300,000. – December 7, 2025
