Hannah Yeoh assures Federal Capital Act review won’t affect royal powers

No hasty decisions will be made without considering history, says minister

KUALA LUMPUR – Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh has assured that the review of the Federal Capital Act 1960 will not affect the powers of the Yang di-Pertuan Agong or the Malay Rulers, while respecting the historical formation of the capital.

The review, covering Kuala Lumpur City Hall (DBKL) and the Act, is being conducted by the International Islamic University Malaysia (IIUM) and is expected to be completed by the end of this month.

Yeoh noted that the study began before she assumed office on December 17, 2025.

“I can assure everyone the review is thorough. No hasty decisions will be made without considering history, which is important and must be respected.

“The findings will be presented to the Cabinet for discussion,” she said, responding to a question from Senator Robert Lau Hui Yew in the Dewan Negara today.

She emphasised that the powers of the Agong and the Malay Rulers would remain untouched.

“DBKL’s administration will continue to operate under the law, respecting all royal, executive, and legislative powers,” she added.

The appointment of the Kuala Lumpur Mayor has previously sparked debate, with discussions on social media and in forums comparing the city’s governance model with other capitals. It was reported that critics have suggested the Mayor be elected through a popular vote.

Hannah also outlined measures introduced by her ministry to improve governance and financial transparency at DBKL, which manages a significantly larger budget than other local authorities.

These measures include setting expenditure limits for the Mayor, consensus-based decision-making through committees, and restructuring the audit committee.

The Chair of the Audit Committee is now appointed from the Kuala Lumpur City Advisory Board to enhance independence, accountability, and transparency in financial and operational oversight.

Digitalisation initiatives have also been strengthened, covering procurement and supplier registration, reducing reliance on intermediaries, and boosting public confidence in the administration’s transparency. – March 2, 2026
