Puspakom monopoly ends as eight new vehicle inspection centres open June 16 : Loke

Motorists will soon have more choices for vehicle inspections as the government opens the market beyond Puspakom, with eight new privately operated centres set to begin operations nationwide from June 16

KUALA LUMPUR – The Transport Ministry (MOT) has approved the operation of new Motor Vehicle Inspection Centres (PPKM) for private vehicle ownership transfer inspections, in a move aimed at ending Puspakom’s monopoly. Operations at eight branches nationwide are set to begin simultaneously on June 16.

Transport Minister Anthony Loke said the centres, operated by Carro Technology, were introduced following the government’s decision to appoint additional companies to provide vehicle inspection services alongside Puspakom.

“This plan was proposed by the government on July 16 last year regarding the appointment of new companies to conduct Motor Vehicle Inspection Services specifically for private ownership transfer inspections, in addition to Puspakom,” he was quoted saying by Malaysia Gazette.

He added that the move aligns with the Cabinet decision made on March 17, 2023, which approved opening up motor vehicle inspection services under the Road Transport Act 1987 to other qualified companies.

“As many as eight Carro inspection centres will begin operating simultaneously on June 16,” he said.

The eight branches are located in Glenmarie, Selangor; Wangsa Melawati, Kuala Lumpur; Kajang, Selangor; Klang, Selangor; Bayan Lepas, Penang; Melaka; Muar; and Johor Bahru, Johor.

According to Loke, Carro is also required to provide a dedicated inspection lane and separate testing bay for commercial vehicle inspections in compliance with ISO 17020:2012 standards.

Meanwhile, several other companies are also in the process of developing their own PPKM branches, including Wawasan Bintang, Carmedic and Beriman Gold in Sarawak.

Loke said the opening of the new inspection centres reflects the government’s commitment to improving accessibility and service quality for the public.

“The opening of these new testing centres demonstrates the government’s commitment to expanding public access to faster and higher-quality services, while providing more options and reducing unnecessary inconvenience,” he said.

He added that MOT and the Road Transport Department ( RTD) Malaysia will continue monitoring all operators to ensure compliance with safety, technical and integrity standards.

Earlier, the MOT appointed four companies to conduct ownership transfer inspections for private vehicles under the PPKM initiative.

Loke said the initiative forms part of the government’s strategy to reduce congestion at existing Puspakom facilities, which currently dominate the vehicle inspection sector.

“This is a new initiative by the MOT to introduce additional Motor Vehicle Inspection Centres specifically for ownership transfer inspections involving private vehicles,” he said during a press conference in July 2025.

He added that the purpose of the initiative is to increase the availability of ownership transfer inspection services in the market and reduce congestion at existing PPKM outlets. – May 26, 2026
