KUALA LUMPUR — The Persatuan Haiwan Terbiar Malaysia (SAFM) has called for an immediate investigation into the alleged killing of a pet dog in Port Klang, urging the police, the Department of Veterinary Services (DVS) and the Klang Royal City Council (MBDK) to take action against those responsible.
SAFM president Kalaivanan Ravichandran alleged that the incident occurred at about 10.50pm on July 29 at Taman Teluk Gedung Indah, Pelabuhan Klang, involving a pet dog named Rocky that was allegedly beaten, captured, restrained with a cable or wire noose and dragged by a group of local men.
In a statement, Kalaivanan said eyewitnesses claimed Rocky was assaulted before being captured, while the dog’s owner only arrived after the animal had already been restrained.
He said the owner repeatedly pleaded for Rocky to be released, but her requests were ignored.
“She repeatedly pleaded for Rocky to be released and returned to her, but her appeals were ignored. Rocky remained in the noose until he stopped moving and eventually died in front of his owner,” he said in a statement shared on Facebook today.
Kalaivanan also alleged that the owner was assaulted while attempting to save her pet.
“While trying to save Rocky, the owner was struck several times on her right arm with a wooden stick. Another man also grabbed her arm to stop her from reaching Rocky,” he added.
He further claimed that two MBDK officers were at the scene while Rocky remained restrained.
“Even more shocking, two Klang Royal City Council (MBDK) officers were present at the scene while Rocky was still being strangled. MBDK must explain why the incident was not stopped immediately,” he said.
Kalaivanan said SAFM has been assisting Rocky’s owner since July 30 and had instructed that the dog’s remains be preserved as evidence.
The remains are being prepared for submission to DVS Selangor for a veterinary examination to document the injuries and establish the cause of death.
SAFM urged the police to investigate all parties involved, called on DVS Selangor to initiate a probe under the Animal Welfare Act 2015, and requested MBDK conduct an internal investigation and issue an official explanation.
“The issue of a dog licence is a separate matter. It does not give anyone the right to beat, strangle, drag or cause the death of an animal.”
“Cruelty towards animals is not enforcement,” he stressed.
Separately, Facebook user Punitha Muniandy said she had received a video allegedly showing Rocky being killed by a group of individuals at Jalan Sama Gagah 20, Taman Teluk Gedung Indah, Pelabuhan Klang.
She said information shared with her indicated that the individuals involved were not from the local council and had claimed the dog had bitten a child.
“According to the information shared, the individuals were not from the local council and claimed that the dog had bitten a child. Even if that allegation were true, the proper course of action would have been to report the matter to the local authorities so they could handle it lawfully—not to take matters into their own hands,” she said in a Facebook post shared in the “Adopt Stray Animals & Rescue Malaysia” group.
Describing the incident as “a deeply disturbing case of alleged animal cruelty”, Punitha urged witnesses and anyone with relevant information to lodge reports with the police and DVS.
“This is a deeply disturbing case of alleged animal cruelty. We cannot stay silent when innocent animals are subjected to such violence,” she added. – July 31, 2026
