KUALA LUMPUR — The Bill to limit the tenure of the Prime Minister has been finalised and is ready to be tabled for its second reading in the Dewan Rakyat, said Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said.
However, she said the decision on whether the Bill would be brought before Parliament in the upcoming sitting rests with Prime Minister Datuk Seri Anwar Ibrahim, in his capacity as Leader of the House, Bernama reported.
“Everything is ready… limiting the term (of the Prime Minister) is ready. It is subject to the Leader of the House, namely the Prime Minister, whether we want to bring it to be voted on in the coming session,” she told reporters after launching the Public Opinion Survey on the Drafting of the Coroner’s Bill here today.
Azalina said the proposed amendment on the Prime Minister’s tenure involves changes to the Federal Constitution, requiring the support of a two-thirds majority of Members of Parliament.
The same requirement applies to the proposed Bill to separate the roles of the Attorney General (AG) and Public Prosecutor (PP), which also requires a two-thirds majority to be passed.
“Because both Bills involve amendments (to) the Constitution, we need two-thirds (majority)… the same goes for the separation (of roles) of the AG and PP, which requires two-thirds. So, local politics does play a role,” she said.
Azalina urged all lawmakers, regardless of political affiliation, to support both reforms, saying they would bring greater benefits to the country.
She said the separation of the Attorney General and Public Prosecutor roles could also help address public concerns over allegations of politically motivated prosecutions.
“So I really hope that Members of the Dewan Rakyat, Members of the Dewan Negara and any political party must welcome this Bill, because it brings more benefits than disadvantages. It is for our country,” she said.
Azalina said the separation of the AG and PP roles was expected to strengthen public confidence in the country’s prosecution system.
“… I do not want to hear people saying when they are charged, there are allegations that there is an ulterior motive and so on.
“So insya-Allah, this separation of roles will provide more confidence, especially when the Public Prosecutor is appointed through a parliamentary process,” she said. – September 3, 2026
