RM4bil allocation for Kota Madani under private financing deal: Putrajaya Corp

Cabinet approves PPj as implementing body while UKAS will assess development costs

PUTRAJAYA – The Kota Madani development project, which will cover 41.28 hectares in Precinct 19, is set to be developed at a cost of RM4 billion through a private finance initiative (PFI). 

Putrajaya Corporation (PPj) president Datuk Fadlun Mak Ujud emphasised the importance of addressing the urgent need for housing for public servants while also considering the government’s financial situation. 

“The government has decided to proceed with this project using PFI, and the cabinet has approved PJH (Putrajaya Holdings) as the implementing body for the project, with a development budget of RM4 billion sanctioned by the government.” 

The Public-Private Partnership Unit (UKAS) will assess the development costs, which will be outlined later through a specific process, while the government will continue to prioritise savings.  

“The procurement process and the selection of contractors for the project will take place through a tender process that will be announced soon. 

“The first phase of the project is anticipated to start in the third quarter, around September,” he said during a press conference following a briefing on the Kota Madani development today. 

Also present were the Federal Territories Minister Datuk Seri Dr Zaliha Mustafa, and Malaysian Institute of Planners president Datin Mazrina Abdul Khalid. 

The groundbreaking ceremony for the Kota Madani project will be held this Thursday. 

Zaliha said that the name Kota Madani will be kept for the project’s development.  

“We intend to keep the name Kota Madani because it reflects the wishes of the current government and particularly the Prime Minister.  

“This decision is not influenced by external discussions suggesting that the name might change with a new government; what matters most is the overall development concept.  

“If we successfully implement this concept in Putrajaya, it can serve as a model for future projects elsewhere,” she explained.  

She also mentioned that when the Kota Madani project was first announced, there were several misconceptions from various parties.  

“After receiving a thorough briefing today, we want to clarify to the public that creating a comprehensive and inclusive city like Kuala Lumpur, which has been developed over many years, is quite challenging.  

“This is why we are introducing this new concept, to ensure that future developments consider a wide range of factors and are more comprehensive,” she added. 

In her briefing, Mazrina explained that the urban master plan draws inspiration from Malaysia’s architectural heritage, blending cultural identity with contemporary urban design to establish a unique residential area.  

She said that the development will follow the CHASE vision, which seeks to turn the Malaysian Federal Territories into a Clean, Healthy, Advanced, Safe, and Environmentally Friendly urban space. 

“This framework focuses on sustainable urban planning with the goal of enhancing residents’ quality of life through inclusive infrastructure and eco-friendly practices. 

The development will incorporate modern digital infrastructure, green transportation systems, and the use of artificial intelligence (AI) to promote low-carbon and energy-efficient living in urban areas. 

“The plan includes around 10,000 high-rise, high-density housing units, which will be able to accommodate more than 30,000 residents. 

“Additional amenities like health clinics, fire stations, police stations, and mosques will be constructed close to residential neighborhoods to reinforce the idea of a self-sufficient, community-oriented township,” according to Mazrina. 

She said that the project will include government housing and feature green initiatives, such as energy-saving measures, which are key components of the Kota Madani development. 

Mazrina noted that the project will be developed in three phases, with Phase 1 set to include about 3,000 residential units and a high-rise school, expected to be completed and fully operational by the end of 2027. – June 24, 2025
