KUALA LUMPUR – The concession agreement for the West Ipoh Span Expressway (WISE) will only take effect once the company meets the precedent conditions stipulated in the agreement, the Dewan Rakyat was told today.
Deputy Works Minister Datuk Seri Ahmad Maslan said the conditions include proving the source of funding for the highway project and submitting the Environmental Impact Assessment (EIA), Traffic Impact Assessment (TIA), and Social Impact Assessment (SIA) reports.
Ahmad said the WISE project is currently in the stage of fulfilling these agreed conditions, and land acquisition will only begin once the concession agreement comes into force.
“This project will involve acquiring 1,600 land lots, with an estimated cost of RM618 million,” he said during the oral question session in the Dewan Rakyat today.
He said that for now, the WISE project remains in the stage of completing the agreed precedent conditions.
Ahmad was responding to a question from Datuk Iskandar Dzulkarnain Abdul Khalid (Independent – Kuala Kangsar), who asked about the delay in preparing the land survey report for the construction of the WISE highway and the measures to ensure land acquisition and the start of construction work can proceed without delays.
According to Ahmad, the land acquisition process must follow the Land Acquisition Act 1960, beginning with gazettement under Section 4 to freeze the corridor.
In this regard, the Ministry of Works (KKR) and the Malaysian Highway Authority (LLM) will assist the concessionaire in dealing with the Perak Department of Director General of Lands and Mines.
Once land acquisition is complete, the concessionaire can begin construction.
“KKR and LLM will closely monitor the implementation of the WISE highway development to ensure it is completed as planned,” he said. – August 12, 2025
