P-hailing group warns: without EVP safeguards, BUDI MADANI 95 fuel subsidy open to abuse

PENGHANTAR says strict eligibility controls — including valid EVPs, PSV licenses, insurance and driver IDs — are essential to prevent subsidy leakages and duplicate claims under the new fuel scheme

KUALA LUMPUR – The Malaysian P-Hailing Riders Association (PENGHANTAR) has welcomed the government’s BUDI MADANI 95 fuel subsidy but warned that without stringent checks, the scheme could be vulnerable to abuse.

In a statement today, the association said that only drivers and riders who meet strict regulatory conditions under the Land Public Transport Act 2010 should qualify for the subsidy. These include a valid driver ID profile, a PSV vocational license, e-hailing insurance, and most importantly, a valid E-hailing Vehicle Permit (EVP).

“Without proper enforcement, loopholes such as duplicate claims across different companies may arise, creating leakages that will burden the economy,” the statement read.

The group also urged the government to review and tighten new driver registrations to prevent individuals from signing up solely to exploit the subsidy. Oversupply of drivers and riders, it added, was already depressing incomes in the sector.

While praising Prime Minister Datuk Seri Anwar Ibrahim for his concern towards gig workers, PENGHANTAR insisted that the success of the scheme depends on robust controls to ensure it reaches only legitimate industry players.

The association reiterated its commitment to work closely with stakeholders to safeguard the welfare of p-hailing and e-hailing workers while serving as the industry’s official voice. – September 26, 2025
