KUALA LUMPUR – The Malaysian Communications and Multimedia Commission (MCMC) has filed 139,880 requests with service providers to remove fraudulent content, with 95%, or 133,348, of these requests successfully fulfilled between January 1, 2022 and September 30 this year.
Communications Minister Datuk Fahmi Fadzil revealed that for bullying content, 50,160 requests were made, resulting in 77%, or 38,470, of the content being removed in the same period.
“This action was taken based on complaints received and community guidelines set by each platform in compliance with local laws,” he said during a parliamentary question-and-answer session in the Dewan Rakyat today.
Fahmi was responding to a question by Azahari Hasan (PN-Padang Rengas) regarding the drastic measures the ministry would take to combat the growing issue of scammers and online bullying, which not only cause financial harm but also impact the mental well-being of the public, especially youth.
The minister further explained that the MCMC has implemented a licensing requirement for internet messaging and social media service providers to apply for the Application Service Provider Class (ASP(C)) licence under the Communications and Multimedia Act 1998 (Act 588), effective January 1.
He added that this measure ensures service providers are responsible for managing their operations effectively in Malaysia, including addressing fraudulent and bullying content.
Fahmi also highlighted that the MCMC published the Code of Practice for Best Practices for Internet Messaging Service Providers and Social Media Service Providers on December 20, 2024, outlining the responsibilities of service providers in protecting social media users from harmful content.
Additionally, he mentioned that the Online Safety Act 2025 (Act 866) is being developed to enhance and promote online safety in Malaysia, regulate harmful content, and establish obligations for application service providers, content application providers, and network service providers to address issues such as fraud and online bullying.
“Currently, MCMC is developing subsidiary instruments under Act 866, with regulations and codes being formulated to address issues such as online risk management,” Fahmi added.
As of 30 September, the Safe Internet Campaign, aimed at raising public awareness of digital security issues, including online fraud and cyberbullying, has been implemented across 3,825 educational institutions, involving 218,000 participants, and 337 community programs nationwide, with 222,000 participants. – October 14, 2025
