KUALA LUMPUR – The Magistrates’ Court here today ordered senior citizen Patrick Khoo to enter his defence on a charge of obstructing a Petaling Jaya City Council (MBPJ) enforcement officer during a stray-catching operation two years ago.
Magistrate Shahril Anuar Ahmad Mustapa ruled that the prosecution had established a prima facie case against Khoo under Section 186 of the Penal Code, which carries a maximum penalty of two years’ jail, a fine of up to RM10,000, or both, if convicted, as reported by Free Malaysia Today.
Khoo allegedly prevented MBPJ officer Azizul Azzim Norehan from performing his duties at Taman Kanagapuram, Section 18, on March 22, 2023. The incident drew attention after video footage of an altercation between Khoo and several MBPJ officers circulated online.
Following the incident, Khoo claimed that an officer had struck him during the confrontation, while MBPJ said the contact was unintentional. The council later conducted an internal review of its enforcement procedures, including proposals to equip officers with body cameras and to involve police in future operations.
Defence lawyer Rajsurian Pillai said Khoo and another witness would testify in his defence. Tay Chee Fu also appeared for Khoo, while Deputy Public Prosecutor Lim Leong Hui represented the prosecution.
The court fixed Dec 18 and 19 for the continuation of the hearing. – October 17, 2025
