KUALA LUMPUR – Police have confirmed that suspended policewoman Sheila Sharon Steven Kumar, widely known as “Inspector Sheila”, will be charged in court following a viral incident in which she berated fellow officers over the detention of a foreigner for driving without a licence.
“Investigations are complete, and she will be charged in the coming days,” Kuala Lumpur Police Chief Commissioner Datuk Fadil Marsus said today when met during a Deepavali celebration at the city’s police contingent headquarters.
“Even though she is currently suspended, the police force treats all allegations of misconduct seriously. Every officer, regardless of rank or current status, is expected to uphold the law and maintain professionalism.
“Any actions that undermine the authority or reputation of the force will be addressed according to the law. We are committed to ensuring that justice is carried out fairly and without intimidation.”
The suspended officer drew public attention after a video circulated showing her criticising a team of police officers who had detained a 34-year-old Pakistani man on November 4 near a fast-food restaurant on Jalan Ipoh.
The man had been stopped after officers discovered he was driving without a valid licence.
During the inspection, Sheila allegedly told the officers that they “did not know the law” and accused them of intimidating the man.
Her comments, captured on video, were widely shared on social media, prompting both public reaction and internal scrutiny from the police force.
Following the viral clip, the officers involved lodged a formal report. The case was investigated under Section 186 of the Penal Code, for obstructing a public servant in the discharge of official duties, and Section 14 of the Minor Offences Act 1955, for insulting behaviour.
For the record, Sheila has been suspended from duty since June 23, 2023, following previous allegations that she insulted fellow officers and threatened a senior citizen. – November 11, 2025
