KUALA LUMPUR – The Malaysian Communications and Multimedia Commission (MCMC) is considering legal action against X for failing to ensure user safety in Malaysia.
Communications Minister Datuk Fahmi Fadzil said, the government had previously taken similar action by bringing Telegram to court.
“I am sharing it now, but a formal statement from MCMC will follow.
“Some facts and information will be provided by MCMC later,” he said while speaking at the Presentation of Appointment Letters for the Chairman of the Advisory Panel of the National Information Dissemination Centre (Nadi) in Shah Alam today.
In June 2025, MCMC took decisive action against two channels on the Telegram platform, ‘Edisi Siasat’ and ‘Edisi Khas’, which were found to be distributing harmful content and violating national laws.
MCMC filed a civil suit in the High Court to obtain interim injunctions against both channels.
On 14 November, MCMC obtained a default judgment against unidentified individuals behind ‘Edisi Siasat’ and ‘Edisi Khas’.
On Sunday, MCMC has ordered temporary restrictions on access to Grok, an artificial intelligence tool developed by xAI and integrated into X, after repeated misuse involving obscene and harmful content.
MCMC said the restriction took effect on January 11 and follows the failure of X Corp. and xAI LLC to implement effective technical and moderation safeguards, despite prior regulatory engagement and formal notices.
The regulator said Grok had been repeatedly misused to generate obscene, sexually explicit, indecent and grossly offensive content, including non-consensual manipulated images involving women and minors.
MCMC said it had issued notices to X Corp. and xAI on January 3 and January 8, demanding the implementation of safeguards to prevent AI-generated content that may contravene Malaysian law, including Section 233 of the Communications and Multimedia Act 1998. – January 13, 2026
