KUALA LUMPUR – The Malaysian Communications and Multimedia Commission (MCMC) has opened submissions for draft plans under the first batch of Jalinan Digital Negara Phase 2 (Jendela 2), continuing its drive to enhance the country’s digital infrastructure and nationwide connectivity.
In a statement on its Facebook page, MCMC said the programme aims to extend internet coverage to 2,700 sites, expected to benefit around 217,000 residents in rural and remote areas, particularly in Sabah and Sarawak.
“It benefits approximately 217,000 people in rural and remote regions, particularly in Sabah and Sarawak, while ensuring these communities remain a priority in national development,” the commission said.
MCMC highlighted that the initial phase will introduce several connectivity solutions, including public 4G and 5G services where feasible, satellite-enabled Wi-Fi, and the deployment of a Neutral Host Platform.
“This platform enables users to access Wi-Fi networks using their existing mobile data plans from their respective mobile network operators, supporting a more consistent and seamless user experience,” the statement added.
Batch 1 will cover 1,000 sites nationwide, with 31.1% in Peninsular Malaysia, 33.7% in Sarawak, and 35.2% in Sabah. Implementation is expected to begin in the third quarter of 2026, subject to evaluation and governance approvals.
Building on the achievements of Phase 1, Jendela 2 will continue expanding coverage and improving service quality.
“The initiative is designed to address remaining coverage gaps, enhance network performance and expand access to high-quality broadband services, particularly in rural and underserved areas,” MCMC said.
Eligible licensees have been invited to submit a Registration of Interest and draft Universal Service Plan within the stipulated timeline. MCMC noted that these submissions will “form the basis of MCMC’s assessment to identify suitable licensees for project implementation.”
The commission added that it will maintain close collaboration with stakeholders to ensure “the smooth implementation of Jendela 2 and the delivery of quality digital connectivity nationwide.” – March 31, 2026
