KUALA LUMPUR – The Finance Ministry (MoF) has issued a stern warning against using another individual’s MyKad without consent to claim benefits under the Budi Madani Ron95 (BUDI95) programme.
In a statement today, the ministry said it is taking seriously several recent complaints regarding alleged unauthorised use of MyKad information in BUDI95 transactions, Bernama reported.
The MoF highlighted that possession or use of another person’s MyKad without lawful authority constitutes a serious offence under Regulation 25 of the National Registration Regulations 1990, punishable by a fine of up to RM20,000, imprisonment for up to three years, or both.
“In this regard, the MoF is issuing a stern warning that no party may use another person’s MyKad number or information without permission to obtain BUDI95 subsidy benefits,” the statement read.
The ministry has instructed fuel retailers to strengthen compliance with standard operating procedures (SOPs) for MyKad verification in all BUDI95 transactions.
“Any transactions carried out manually without prior physical verification of the MyKad are not permitted, as they open the door to unauthorised transactions, subsidy abuse and breaches of the integrity of programme implementation,” the statement said.
Fuel stations identified as violating SOPs are required to undergo further investigation, with appropriate corrective action to follow. This includes enhancing internal monitoring, retraining frontline staff, displaying SOPs at payment counters, and compensating affected customers where applicable. Retailers are also required to contact impacted MyKad holders directly to discuss the issue.
“The MoF will continue to monitor BUDI95 transaction patterns at all petrol stations and will not compromise on any non-compliance with SOPs or misuse of targeted subsidies,” the statement added.
Recipients of BUDI95 are advised to review their transaction records on the official portal at https://www.budi95.gov.my and file a police report immediately if any unauthorised activity is detected. Complaints can be submitted within 30 days to the BUDI MADANI Contact Centre (BMCC) with supporting documents, including a police report, a copy of the complainant’s identity card, and a transaction list.
