Swift action on Tabung Haji: 5 charged in less than 2 months since RCI report released

Over 200 people questioned and 60 premises searched as authorities crack down on RCI report’s findings of mismanagement and poor governance

KUALA LUMPUR — A total of five people have been charged since the disclosure of the Royal Commission of Inquiry (RCI) report into the management and operations of Lembaga Tabung Haji (TH) in late July.

Former Minister in the Prime Minister’s Department (Religious Affairs) Datuk Seri Jamil Khir Baharom was the fifth person to be charged today at the Sessions Court here, where he pleading not guilty to three charges involving RM860,308,770.51 in TH funds.

Apart from Jamil Khir, those charged were former TH chairman Datuk Seri Abdul Azeez Abdul Rahim, former THP Bina Sdn Bhd Security and Safety Manager Nasahruddin Ahmad, and former TH Properties Sdn Bhd deputy general manager Tengku Kamarolhisham Tengku Kamaruddin, who was also a former deputy general manager of THP Bina Sdn Bhd.

Also charged was Alam Maritim Resources Bhd group managing director and group chief executive officer Datuk Azmi Ahmad.

The RCI report had noted several governance weaknesses at TH between 2014 and 2020, including concerns over profit reporting practices and bad investments that resulted in significant financial losses.

Among the findings was that TH should have reported a net loss of RM1.4 billion in 2017, instead of declaring a profit of RM3.4 billion. The report also recommended forensic audits into several investments and ventures, including Alam Maritim/TH Marine, TH Plantations, TH Properties, Felda Global Ventures (FGV),

and hotel projects in Saudi Arabia.

The RIC report also identified bad financial practices such as creative accounting, asset-liability deficits, and giving of unsustainable dividends (hibah) as well as excessive bonuses despite TH’s poor financial standing.

It also reported undue political influence that overrode sound economic policies, as well as conflicts of interests in the fund’s top executives.

The Malaysian Anti-Corruption Commission (MACC) previously said over 200 witnessed were called, while 60 premises were searched and inspected to obtain relevant documents.

July 22, 2026:

Minister in the Prime Minister’s Department (Religious Affairs) Dr Zulkifli Hasan says the proposal to make the final RCI report on TH public would be discussed at a Cabinet meeting.

July 23, 2026:

Prime Minister Datuk Seri Anwar Ibrahim says the government was prepared to make the final RCI report on TH public in the near future to allow the public to know the findings of the investigation into allegations involving the sale of the agency’s strategic assets.

July 29, 2026:

The Department of Islamic Development Malaysia (Jakim) publishes the RCI report on the investigation into TH’s management and operations from 2014 to 2020.

The Prime Minister stresses that anyone found responsible for losses suffered by TH based on the RCI findings would be brought to justice.

July 30, 2026:

The MACC sets up a special team to review and scrutinise the RCI report on TH, which had been made public.

The Attorney General’s Chambers says it will immediately review the Commission’s findings.

July 31, 2026:

MACC begins its investigation, with eight officers deployed to the TH building.

Aug 5, 2026:

MACC records the statement of a former chief financial officer of a statutory body-owned company for more than six hours to assist investigations.

Police open five investigation papers after receiving nine reports from TH, its subsidiaries and members of the public concerning commercial crime cases, including matters raised in the TH RCI report.

Aug 7, 2026:

The Inland Revenue Board says it had begun investigations into the individuals identified.

Aug 11, 2026:

The Dewan Rakyat convenes to debate the TH RCI report.

Aug 12, 2026:

Communications Minister Datuk Seri Fahmi Fadzil says the TH RCI report would be handed over to the authorities for a full investigation based on all findings and information contained in the report.

Aug 15, 2026:

MACC detains seven individuals comprising a chief executive officer (CEO), a company director, a former company director and four former TH senior management officers to assist investigations.

Aug 21, 2026:

The Royal Malaysia Police, through its Commercial Crime Investigation Department, open five investigation papers concerning cases involving TH.

A former TH CEO placed under remand for seven days to assist investigations into the misappropriation of investment and share funds worth about RM190 million following the disclosure of the RCI report.

Aug 26, 2026:

MACC detains a former TH chairman and former Secretary-General of the Treasury to assist investigations.

Aug 27, 2026:

The former TH chairman and former Secretary-General of the Treasury remanded for seven days.

Sept 1, 2026:

MACC detains a former minister.

Sept 2, 2026:

The former minister remanded for five days to assist investigations into issues involving the lease of a TH-related hotel in Saudi Arabia.

Sept 3, 2026:

Nasahruddin charged at the Sessions Court with three counts of criminal breach of trust involving RM72,000 in penalty collections related to a proposed office complex development project in Putrajaya. Tengku Kamarolhisham was charged with three counts of abetting Nasahruddin.

Meanwhile, a former TH chief operating officer was scheduled to be charged at the Shah Alam Sessions Court, but proceedings were postponed to Sept 24 as he was undergoing examinations and treatment for a heart condition.

Sept 6, 2026:

Remand of the former minister extended by two days.

Sept 8, 2026:

The former minister released on MACC bail.

Sept 9, 2026:

Abdul Azeez charged at the Sessions Court with using his position to secure the chairmanship of Putrajaya Perdana Berhad and persuading TH board members to approve a proposed RM193.5 million investment in the company.

Before being charged at the Sessions Court under the MACC Act, Abdul Azeez and two former senior TH officers were first brought before the court for remand proceedings, with Abdul Azeez detained for two days to assist investigations into an alleged cheating case involving TH hibah payments under Section 420 of the Penal Code.

Sept 9, 2026:

Police detain five individuals, including a former TH chairman and former CEO, to assist investigations into a case involving the institution.

Sept 10, 2026:

Azmi charged at the Sessions Court with two counts of cheating the Principal Officer of TH Alam Management Sdn Bhd over daily charter rates of supply vessels.

Abdul Azeez released after the police’s application to extend the remand of the former Baling MP to assist investigations under Section 420 of the Penal Code was rejected.

MACC Chief Commissioner Datuk Seri Abd Halim Aman says a former minister would be charged at the Kuala Lumpur Sessions Court the following Monday in connection with the MACC investigation following findings in the TH RCI report.

He said three charges had been recommended against the individual under Section 403 of the Penal Code for dishonestly misappropriating property.

Sept 14, 2026:
