AKPS case investigation paper to be referred to AGC today: IGP

KUALA LUMPUR – The investigation paper on an incident involving Malaysian Border Control and Protection Agency (AKPS) director-general Datuk Seri Mohd Shuhaily Mohd Zain at Kuala Lumpur International Airport (KLIA) Terminal 1 will be referred to the Attorney General’s Chambers (AGC) today.

Inspector-General of Police Tan Sri Mohd Khalid Ismail said the investigation paper will be submitted for review, advice and further instructions under Article 145(3) of the Federal Constitution.

He said police recorded statements from 25 witnesses to assist in the investigation into the incident on Sept 28.

“The investigation involves statements from PDRM (Royal Malaysia Police) personnel, AKPS officers, Malaysia Airports Holdings Berhad (MAHB) auxiliary police personnel, baggage handling system workers, medical officers and independent witnesses,” he said in a statement yesterday.

He said the Bukit Aman Criminal Investigation Department is investigating under Section 323 of the Penal Code, which covers voluntarily causing bodily pain, disease, or infirmity to another person.

Mohd Khalid said PDRM will conduct the investigation transparently, professionally and impartially, based on witness statements and evidence to ensure every aspect of the incident is thoroughly examined.

He also urged the public not to speculate or draw conclusions that could interfere with the ongoing investigation and legal proceedings. – October 6, 2026
