Dept says they were carrying out undercover duty as personnel allowed to not wear uniforms but must present enforcement card

KUALA LUMPUR – The Road Transport Department (RTD) has confirmed that three officers depicted arguing with an express bus driver in a viral video were carrying out their operations undercover.  

In a statement today, the department said that while the undercover enforcement officers are allowed to not wear uniforms or vests during operations, they must present their enforcement card as stipulated by Section 123 (1) of the Road Transport Act 1987.  

The department also said that following the heated argument between the officers and the bus driver who accused them of not following protocol by not wearing their uniforms, both parties have lodged a police report.  

“The department has been conducting the Special Aidilfitri Operation 2024 from April 1 to April 20 to ensure road safety, especially for express bus passengers,” RTD said.  

“In the viral video, three RTD enforcement officers without uniforms or vests are seen conducting an inspection and stopping a passenger bus using undercover methods during a special operation on April 16 at approximately 12.10pm on the North-South Expressway toward Nilai.”  

The department added that all parties are advised not to speculate on the matter and allow police to conduct their investigations.

Previously, a clip of the altercation between the group of officers and an apparently enraged bus driver made rounds on social media, with the latter repeatedly heard to be questioning the officers’ attire.  

Despite the officers showing their work badges, the bus driver, who claimed to be a former enforcement officer, insisted they should have worn their vests during inspections. – April 19, 2024
