Maxim appeals to APAD, hoping to continue operations while adhering to regulatory standards

Maxim Malaysia clarified its position to APAD, especially concerning claims that its drivers lack valid e-hailing vehicle permits (EVPs).

KUALA LUMPUR – The Russian e-hailing app, Maxim, has appealed to the Land Public Transport Agency (APAD) after receiving an order to stop its operations starting July 24.

Director of Maxim Malaysia, Mohd Hazwan Musley, said that they have given explanations to APAD, especially concerning claims that Maxim drivers lack valid e-hailing vehicle permits (EVPs).

“Faced with some controversy, the company has appealed to APAD with all the necessary amendments and has complied with all the required matters.

“The company intends to continue operating in the market.

“Maxim emphasises that only legitimate drivers can become company partners and accept bookings,” he said at a press conference here today.

Meanwhile, Head of Legal and Compliance, Mushfique Ahmed Chowdury, said that the company had just concluded a meeting with APAD today and had provided all documents and explanations, including all necessary amendments in line with regulatory requirements.

“These amendments specifically address compliance with the requirements for EVPs, which are mandatory for drivers operating legally under the current framework.

“We have complied with APAD’s instructions and submitted all necessary appeals and supporting documents as part of our efforts to ensure operations are in line with the legal requirements and compliance set by the ministry and APAD for all e-hailing companies,” he said.

He said the meeting with APAD marked the third meeting between Maxim and the agency prior to a final decision by the ministry.

“The company has followed all instructions given by APAD and remains fully committed to regulating its operations.

“Maxim will continue to serve the Malaysian market, reaffirming its intention to operate in full compliance with the law,” he said.

Previously, Maxim and another e-hailing app from Russia, InDrive were ordered to cease their operations effective July 24.

Transport Minister Anthony Loke reportedly said that APAD had sent letters to cease operations to the two e-hailing apps recently. – June 10, 2025
