KUALA LUMPUR – A former national road cyclist turned coach pleaded not guilty at the Ampang sessions court today to a charge of physical sexual assault against a teenage girl under his care last year.
Nor Effandy Rosli, 58, is accused of abusing his position of trust as a cycling coach by assaulting the 15-year-old trainee in a bicycle storage room at Taman Desa Keramat around 6pm in June 2024.
He was charged under Section 14(a) of the Sexual Offences Against Children Act 2017, read together with Section 16(1) of the same Act. If convicted, he faces up to 20 years in prison and whipping under Section 14(a), and up to five years’ jail with a minimum of two strokes under Section 16(1).
Deputy public prosecutor Nadiah Malek Fauzie sought RM15,000 bail, citing the seriousness of the offence and the fact the alleged victim is a minor. She also requested that Nor Effandy’s passport be surrendered and for him to report to the police until the case is concluded.
His lawyer, Hamdan Hamzah, asked for bail to be set at RM5,000, saying his client, who works as an enforcement assistant at Kuala Lumpur City Hall, earning RM5,000 a month, is the sole breadwinner for his wife and four children.
“The accused is not a flight risk. He was released on police bail after investigations and complied with instructions to appear in court today,” he added.
Judge Norshila Kamarudin granted bail at RM8,000 with one surety, and imposed additional conditions: Nor Effandy must surrender his passport, report to his nearest police station once a month, and refrain from contacting or disturbing the victim.
The case is fixed for mention on August 1. – July 3, 2025
