Suspended cop ‘Inspector Sheila’ faces probe after Jalan Ipoh confrontation

KUALA LUMPUR – Suspended police officer Sheila Sharon Steven Kumar, better known to the public as “Inspector Sheila,” is back in the spotlight following an incident in which she was seen confronting and allegedly belittling on-duty policemen during a traffic stop in Jalan Ipoh last week.

Kuala Lumpur Police Chief Commissioner Datuk Fadil Marsus confirmed to Scoop that the investigation has been completed and the papers have been referred to the Deputy Public Prosecutor’s Office for further action.

“The investigation paper has been completed and referred to the Deputy Public Prosecutor’s Office,” he said when contacted.

“We are now awaiting further instructions. Once we receive direction, we will proceed accordingly. The focus now is to ensure due process is followed and all parties involved are treated fairly.

“The law applies to everyone, including members of the police force, whether active or suspended.”

He added that the decision on whether to press charges or impose additional disciplinary measures now rests with the prosecuting authority.

Investigations revealed that seven individuals have had their statements recorded, including a 34-year-old Pakistani national who was stopped for allegedly driving without a valid licence.

The policemen involved in the operation were also called in to provide their accounts

The incident is believed to have occurred around 9.30pm last Tuesday, when officers stopped the foreigner near a fast-food restaurant along Jalan Ipoh.

During the inspection, Sheila appeared at the scene and allegedly told the officers that they “did not know the law” and accused them of intimidating the man.

Her remarks were captured on video and widely circulated on social media, drawing widespread public reaction and internal attention from the police force.

Following the viral clip, a report was lodged by the officers involved. The case is being investigated under Section 186 of the Penal Code for obstructing a public servant from carrying out official duties, and Section 14 of the Minor Offences Act 1955 for insulting behaviour.

Sheila has been suspended from duty since June 23, 2023, over previous allegations of insulting fellow officers and threatening a senior citizen.

Her suspension remains in effect pending the outcome of ongoing disciplinary and legal proceedings. – November 10, 2025
