KUALA LUMPUR – All 18 affiliates of the Football Association of Malaysia (FAM) unanimously endorsed a series of amendments to the national body’s statutes at an Extraordinary Congress held in Petaling Jaya today.
The proposed changes, drafted with the assistance of the Asian Football Confederation (AFC), were approved after delegates deliberated on several provisions before receiving clarification from AFC secretary-general Datuk Seri Windsor Paul John and AFC deputy secretary-general Vahid Kardany.
Addressing delegates, Windsor said the revised statutes, comprising 94 articles across 77 pages, were developed following a comprehensive audit of FAM’s administration.
He said the exercise was aimed at strengthening governance, enhancing transparency and implementing positive reforms within Malaysian football.
Among the key amendments approved were the abolition of the deputy president’s post, a reduction in the number of vice-presidents to three, and a restructuring of the FAM Executive Committee (Exco).
The revised statutes also pave the way for an expansion of FAM’s affiliate membership. Super League clubs will be granted automatic affiliate status and voting rights at congresses, provided they operate as independent entities and are not linked to state football associations.
Additional affiliate membership will also be extended to representatives from the Amateur Football League (AFL), the National Women’s League, the Malaysia Premier Futsal League, the Professional Footballers Association of Malaysia (PFAM) and the Referees Association.
Under the new Exco structure, seven positions will be allocated, including three seats reserved for representatives of state associations and affiliated bodies such as the Malaysian Malay Football Association, Royal Malaysia Police Football Association, Malaysian Armed Forces Football Association, Malaysian Indian Sports Council and Malaysian Chinese Football Association.
Two seats will be designated for club representatives, while one seat will be reserved for a women’s representative.
The remaining expert seat will be filled by a representative from either the Football Coaches Association of Malaysia or the Referees Association.
Delegates also unanimously approved FAM’s Electoral Code and Organisational Regulations during the congress.
The meeting was chaired by Windsor and attended by FAM honorary president Tan Sri Hamidin Mohd Amin, FAM secretary-general Datuk Noor Azman Rahman, 35 delegates representing the association’s 18 affiliates, as well as representatives and observers from FIFA and AFC.
In January, all members of FAM’s Executive Committee for the 2025–2029 term announced their collective resignation, describing the decision as a voluntary and unanimous move made in the best interests of the organisation.
The resignations came amid heightened public scrutiny over issues involving heritage players, with Exco members stating that the move was necessary to safeguard the integrity and reputation of the national football governing body. – June 4, 2026
