Targeted RON95 subsidy to use PADU data

PADU system to guide recipient selection as government refines fuel subsidy mechanism and pushes for data-driven policymaking

KUALA LUMPUR – The Finance Ministry will use data from the Central Database Hub (PADU) to implement targeted RON95 fuel subsidies, Finance Minister II Datuk Seri Amir Hamzah Azizan told Parliament today.

The mechanism is still being refined, but the PADU system will serve as the core reference for identifying eligible recipients — marking the first detailed use of the national database since its launch.

“To improve service delivery, we are focusing on the use of up-to-date data,” Amir Hamzah said during a question-and-answer session in the Dewan Rakyat.

“Accurate validation and verification of applicants’ information is critical to ensure subsidies are given to the right people and to minimise errors,” he added.

PADU currently holds 30.4 million individual profiles, encompassing data on demographics, locality, income, education, employment, vehicle ownership, poverty status and the types of government aid received.

Amir Hamzah, who also oversees the Economy Ministry, said data from the system will help the government identify appropriate intervention programmes for targeted groups.

He was responding to a question from Aminolhuda Hassan (PH–Sri Gading) on PADU’s development, the volume of data collected as of June 2025, and the government’s readiness to allow independent audits of the system.

A total of 204 agencies are actively feeding information into PADU, Amir Hamzah said.

To support inter-agency collaboration, a PADU data-sharing guideline was issued on February 25, with briefings held for ministries, state governments and local authorities between February and June.

“So far, nine applications from various agencies have been approved for PADU data use to enhance the efficiency of policy execution and digital innovation in public services,” he said. — August 4, 2025
