Led by the Postal Forum, a self-regulatory body under the Malaysian Communications and Multimedia Commission, it aims to deal with scams involving deliveries and impersonation of legitimate couriers, among others

SHAH ALAM — Parcel Shield, an anti-fraud initiative led by the Postal Forum, was launched today to strengthen cooperation across the postal, courier and e-commerce industries in tackling parcel-related scams.

The initiative, led by a self-regulatory body appointed by the Malaysian Communications and Multimedia Commission (MCMC), was launched by Communications Minister Datuk Seri Fahmi Fadzil in conjunction with National Courier Day 2026 at the Selangor International Trade Centre.

The Postal Forum said the initiative was introduced amid growing concerns over parcel-related fraud, including cash-on-delivery scams, fake delivery notifications, phishing attempts and impersonation of legitimate courier companies.

“These activities not only expose consumers to the risk of financial loss but also undermine public confidence in legitimate postal, courier and e-commerce services,” it said in a statement today.

A key pillar of Parcel Shield is the Parcel Shield Working Group (PSWG), a dedicated platform for information sharing, early warning dissemination and coordination of preventive measures against fraud threats.

The working group now comprises 14 registered organisations: ABX Express, City-Link Express, DHL eCommerce, GD Express, J&T Express, MTR Freight, Pos Malaysia, SF Global Express, Skynet Worldwide, SPX Express, Teleport, TikTok Shop, United Parcel Service (UPS) and Mudah.my.

“Through information sharing and best practices, the PSWG strengthens industry preparedness in identifying and addressing fraud risks within the delivery ecosystem.”

Parcel Shield also aims to raise consumer awareness and protection through information gathered by the PSWG, which will be used to produce fraud alert bulletins for the public and disseminated across various communication channels.

“These bulletins will highlight the latest scam tactics to help users identify and avoid falling victim to such threats.

“Users are also encouraged to follow these alerts and share the information with family and friends to raise public awareness,” the statement read.

Meanwhile, in the same statement, Fahmi said the PSWG will serve as a strong shield for consumers while strengthening the integrity of the postal and courier industry in facing threats.

Postal Forum chief executive officer Nurhafizah Hanifah said the initiative will keep consumers a step ahead by ensuring they receive timely information, so they do not fall prey to parcel scams.

“Every Malaysian should be able to receive a delivery notification, make a payment, or open the door to a courier without fear.

“Parcel Shield carries two clear messages. To scam syndicates, the industry is now united — we share intelligence, and we will close every gap they try to exploit. And to consumers, you are not alone,” she said. – October 31, 2026
